New Challenges, New CAP
BirdLife International was the first NGO to set out its views on the future of the CAP in October 2007. The conservation NGO stress that the CAP, in its current form, is not capable of addressing pressing environmental challenges including the loss of biodiversity, soil degradation and climate change. To respond to these problems, and to meet overarching EU environmental commitments, BirdLife recommend advancing to a ‘sustainable land management and rural development policy’, whereby funding is dedicated to securing public goods, maintaining High Nature Value farmland and managing protected areas to a high standard. This should sit alongside a policy framework to support the mitigation of climate change as well as the adaptation of wildlife to the effects of climate change.
