CAP Communication Responses
The European Commission released its blueprint for a future CAP on the 18th November. The Communication, titled ‘The CAP towards 2020 – Meeting the food, natural resources and territorial challenges of the future’ represents a potentially bold move to reorient the CAP into a policy that meets the needs of EU society and the challenges – economic, social and environmental – of the next decade.
The paper sparked a variety of reactions from lobbyists, stakeholders and commentators. Environmentalists for example were on the whole relatively positive about the proposed measures. Farmer organisations however expressed concern over the increased potential burden of ‘green’ components in Pillar 1 and disappointment on the lack of progress with regards to the strengthening of farmers’ position in the food chain.

The Institute for European Environmental Policy coordinates CAP2020. It is an independent not for profit institute which undertakes research in a number of policy areas including agriculture and rural development.
