An assessment of the CAP reform proposals

In this report, LEI assesses the degree of simplification achieved in the CAP reform proposals. The assessment looks at the potential impact of the ten key simplification aspects and the legislative proposals on three main stakeholders (farmers, national authorities and the European Commission).

The simplification aspects covered are:

  • Small farmers scheme
  • Voluntary coupled support
  • Greening payment scheme
  • Simplified costs in Pillar 2
  • LEADER local development
  • Common indicators
  • Reduction on-the-spot controls
  • Cross compliance
  • Alignment of rules on management and controls
  • Repealing certain aid schemes
